I think the names on page 7 are correct and the names on page 2 are 
wrong. Thank you for that correction.

If I understand your examples correctly the answer is that there is no problem.
A font must have these glyphs, but that does not mean that there are 
different characters involved.

After MEDIAL YA, U takes the shape of your 55, correct. So a font 
should substitute the correct shape in the context after MEDIAL YA. 
Note that in some cases

The same goes your 56. After MEDIAL YA, UU takes this shape. A font 
must do the but the encoding is still UU.

And the same goes for your 61. A font must have more than one MEDIAL 
RA, for narrow and wide characters.

materials. It looks to me as though you are correct.
