I can agree your proposal but the glyphs of digits are different a
little, especially SHAN DIGIT TWO, SHAN DIGIT EIGHT, and SHAN DIGIT
NINE.

Where is the head of SHAN DIGIT TWO? And SHAN DIGIT EIGHT and SHAN
DIGIT NINE must be ellisped not circled.

LETTER SHAN GA, LETTER SHAN ZA, LETTER SHAN DA, LETTER SHAN BA, and
LETTER SHAN THA should be positioned after all of the normal
consonants; after LETTER SHAN HA. Because they are only supplyment
consonants.
