[Egyptian] Consensus and Compromise on controls - discussion document

Hi All


I've not heard from anyone since I floated points on consensus on Monday. I know Stéphane is on vacation - not the ideal time of year.



So here's my take on where we are and what we should be able to agree on for the UTC meeting. I've tried to write this objectively and I'll include objections or additions if I receive them.



I'm not happy to be dropping functionality for the first stage but after submitting the 3 character proposal April 2015 feedback and objections manifested 3 months ago and most of this only recently at Cambridge. There is still no clarity about exactly what is required for rare forms of writing. I've not been able to resolve all the issues by myself in the limited time since Cambridge.
